Mozambique two MOUs to boost energy sector

The Government of Mozambique has signed two memorandums of understanding (MOUs) aimed at strengthening its energy industry.

During the 11th Mozambique Mining and Energy Conference (MMEC) in early May 2025, state-owned Petromoc entered into an agreement with Aiteo Eastern E&P Co. Ltd., a subsidiary of Nigeria’s Aiteo Group.

The collaboration aims to establish a modular refinery capable of producing 200,000 barrels per day of fuels such as gasoline, diesel, naphtha, and Jet A-1. The facility will also include storage infrastructure for 160,000 tonnes of liquid fuels and 24,000 tonnes of LPG annually, with the project expected to be implemented within two years.

This initiative is intended to reduce Mozambique’s dependence on imported refined fuels, stimulate job creation, and support economic growth by enhancing domestic fuel production and enabling regional exports.

The second agreement outlines cooperation between Mozambique and Zambia on a proposed US $1.5bn pipeline project. The planned pipeline will span approximately 1,400 kilometers, transporting 3.5 million tonnes per year of petroleum products from Beira Port in Mozambique to Ndola in Zambia. The project will include the development of fuel storage facilities in both locations and is targeted for completion within four years.

These agreements and project updates position Mozambique to become a key player in both regional fuel distribution and global LNG exports. By investing in critical infrastructure such as refineries, pipelines, and LNG facilities, the country is laying the groundwork for long-term energy security, economic development, and regional integration.
