Mozambique launches notice of pre-qualification for two solar plant projects

The government of Mozambique has launched a notice of pre-qualification for independent power producers (IPPs) the development of two solar PV plants with a combined capacity of 60MWac.

The launch was made under the Renewable Energy Auction Programme (Proler), the Mozambican Ministry of Mineral Resources and Energy in order to select experienced and qualified private investors to develop, finance, design, construct, operate and maintain the two solar photovoltaic power plants.

The energy project will be developed in Manje and Chimbunila towns located in western and north-western part of Mozambique. According to the Energy Regulatory Authority (ARENE), shortlisted IPPs will then be able to bid for “a specific package or both packages of the project.

Applicants and further Prequalified Bidders, can apply for one specific Lot or for both Lots of the Project. In case an Applicant has interest in applying for both Lots, it shall submit a specific Application and meet the prequalification criteria for each Lot.

Applications must be submitted in a sealed envelope before 17th January 2023 at 10:00 am (Maputo time), at the address mentioned below:

The selection of the Preferred Bidders will be made through a competitive tender with prequalification, where ARENE will act in the capacity of the Procuring Authority. Preliminary information related to the PROLER programme is provided in Part II of Prequalification Documents. It is expected that Invitations for Bids will be issued during the 1st quarter of 2023 to prequalified Applicants. It will further define the scope of the Project and include strong requirements regarding local participation.

The Proler aims to develop 120 MW of wind and solar capacity. All projects will be implemented by IPPs who will sign public-private partnerships (PPPs) with the relevant authorities in Mozambique. Under this programme, a first concession has already been granted to Total Eren.

The subsidiary of the French oil company TotalEnergies has been awarded the construction of a 40 MWp solar photovoltaic power plant in the district of Dondo, about 30 km from the port city of Beira in the province of Safala. The Proler is financed by the European Union (EU) through the French Development Agency (AFD).
