Namibia seeks consultant for two waste valorization plants project

Namibia has called for expressions of interest for a consultant for the studies of two wastewater and solid waste reclamation projects respectively.

With the support of the African Development Bank (AfDB), the municipality of Otjiwarongo in Namibia made the call which is open until 12 May 2023. The main objective is to build dedicated plants through public-private partnerships (PPPs).

Scope of work

The selected consultancy will be tasked with assessing the feasibility of the projects, preparing the tender documents and providing consultancy services during the tender process up to the financial closure of the projects.

The task which will take over a period of 18 months will involve examining whether the project is a desirable, viable and feasible investment, as such a decision is likely to have long-term implications from the choice of procurement option and specifically includes the feasibility analysis. The consultant will also review the production specifications, PPP structuring, financial structuring, call for qualifications, call for proposals, draft PPP agreement, off-taker agreements, project implementation schedule and transaction process management.

Based on the data provided by the client and the proposed work, the consultant will liaise with the client and other relevant stakeholders, draw on its own experience and internationally accepted standards and practices to undertake all environmental management and livelihood restoration work.
