Egypt has approved four new oil and gas exploration and development agreements as part of its efforts to increase domestic hydrocarbon production and attract fresh investment into the country’s upstream energy sector.
The agreements, endorsed by parliament cover exploration and production activities in North Sinai, the Nile Delta, the Mediterranean Sea and the Eastern Desert. The approvals support the government’s strategy to boost local energy supplies amid rising domestic demand and an increasingly uncertain global energy landscape.
A key agreement authorizes the Egyptian Natural Gas Holding Company (EGAS) to partner with Perenco North Sinai Petroleum Inc. on exploration activities in the Al-Fayrouz onshore block in North Sinai. The concession represents a new exploration area awarded to the company through EGAS’s 2024 international licensing round, with the contract finalized in June 2025.

Scope of agreement
Perenco North Sinai Petroleum, a subsidiary of Egypt Kuwait Holding, has been operating in the North Sinai concession since 2014. Under the new agreement, the company will undertake a three-dimensional seismic survey before drilling an exploratory well to evaluate the area’s oil and gas potential.
The remaining agreements cover exploration and production projects in the Nile Delta, the Mediterranean and the Eastern Desert, reflecting Egypt’s continued focus on expanding exploration across both mature and frontier basins. The government has been accelerating licensing rounds and encouraging private sector participation to reverse declining production and improve energy self-sufficiency.
The parliamentary approvals come as energy markets remain sensitive to geopolitical developments across the Middle East. Ongoing regional tensions have heightened concerns over the security of critical shipping routes used for global crude oil and liquefied natural gas (LNG) exports, underscoring the importance of strengthening domestic production capacity. By advancing new exploration programs and supporting investment in its upstream sector, Egypt aims to enhance energy security, reduce reliance on imports and reinforce its position as a leading energy producer and gas hub in the Eastern Mediterranean.
