Egypt’s state-owned Engineering for Petroleum and Process Industries (ENPPI) has sealed a new agreement with Petroleum Marine Services (PMS) to carry out offshore works and installations for the Harmattan gas field in the Mediterranean.
Under the contract, ENPPI will serve as the project operator, while PMS will execute the offshore scope of work. PMS, a leading Egyptian offshore construction and marine services company, operates a fleet of 20 vessels and supports projects across the Mediterranean Sea, Red Sea, and Gulf of Suez.

Final Investment Decision
The agreement forms part of broader efforts to fast-track development of the Harmattan field. It follows the Final Investment Decision signed between Egyptian Natural Gas Holding Company (EGAS) and Arcius International during Egypt Energy Show 2026. The contract was formalized by ENPPI Chairman Khaled Ibrahim and PMS Chairman Walid Hegazy. According to Egypt’s Ministry of Petroleum and Mineral Resources, the deal highlights strong confidence in PMS’s technical expertise and its ability to deliver complex offshore projects to high safety and quality standards.
During EGYPES 2026, ENPPI also secured a general contractor agreement with Pharaonic Petroleum Company for the same project. The Harmattan development is expected to initially produce around 150 million cubic feet per day of natural gas, alongside approximately 3,300 barrels per day of condensate. Ongoing studies are assessing the potential to scale output to 200 million cubic feet per day and 4,400 barrels per day of condensates, supporting Egypt’s strategy to accelerate domestic gas production.
As part of the project, PMS will install a 1,068-ton offshore platform and lay a 50-kilometre subsea pipeline with a 16-inch diameter, in addition to carrying out associated safety works. The development is intended to speed up first gas and maximise utilisation of Mediterranean resources. PMS described the project as a significant addition to its offshore portfolio, reinforcing its role as a key national partner in Egypt’s oil and gas sector. ENPPI also signed additional agreements and memoranda of understanding during EGYPES 2026 with several international and local firms, including Wood Group, Infinity, Elsewedy Electric, and AVEVA.
