TotalEnergies launches land assessment programme for Tilenga and EACOP projects

TotalEnergies has launched a land assessment programme for Tilenga and EACOP (East African Crude Oil Pipeline) projects in Uganda and Tanzania.

Patrick Pouyanné, Chairman and CEO of TotalEnergies, announced the firm has entrusted Lionel Zinsou to perform the assessment task. The mission aims to evaluate the land acquisition procedures, consultation conditions, compensation and relocation processes, and the grievance handling mechanism associated with the projects.

Assessment programme

The assessment will cover various aspects of the land acquisition process, including procedures, consultation conditions, compensation, relocation, and grievance handling. It will also look into the actions taken by TotalEnergies EP Uganda and EACOP to improve the living conditions of those affected by the land acquisitions.

The mission is expected to submit its report by April with drawn results to be shared with the project partners. The Tilenga and EACOP projects involve a land acquisition program covering approximately 6,400 hectares. The projects are conducted on behalf of the Ugandan and Tanzanian governments.

The Tilenga upstream development project in Uganda involves TotalEnergies (56.67%, operator), CNOOC (28.33%), and UNOC (15%). The EACOP Company, responsible for the cross-border pipeline to transport oil to the port of Tanga in Tanzania, has shareholders including TotalEnergies (62%), UNOC (15%), TPDC (15%), and CNOOC (8%).

So far, 98% of the households concerned have signed compensation agreements, 97% have received their compensation, and 98% of households to be relocated have taken possession of their new homes.
