Angola and Brazil have sealed a new agreement aimed at expanding cooperation in the electricity sector. The memorandum of understanding (MoU), signed during a ministerial meeting, brings together Angola’s Minister of Energy and Water, João Baptista Borges, and Brazil’s Minister of Mines and Energy, Alexandre Silveira.
The agreement is designed to strengthen technical and institutional collaboration in power sector development. Both countries will focus on modernising their electricity systems, with cooperation spanning energy planning, generation, transmission and distribution. The partnership also places strong emphasis on advancing energy transition initiatives and promoting sustainable power solutions.

MoU benefits
The agreement forms part of an official Angolan delegation visit to Brazil. The visit includes a series of technical engagements with key Brazilian energy institutions aimed at facilitating knowledge exchange and exploring investment opportunities. In addition to technical collaboration, the MoU establishes a framework for sharing expertise, strengthening public policy development, and promoting best regulatory practices. It also includes provisions for technical training and closer integration between public and private sector stakeholders in both countries.
To support implementation, the agreement coordination mechanisms, including the potential creation of a joint committee tasked with defining work plans, monitoring progress, and identifying new areas for cooperation. Although non-binding, the MoU will initially run for five years, with the option for extension by mutual consent.
The latest agreement builds on a series of recent engagements between Angola and Brazil in the energy sector. Cooperation has been advancing under the Brazil–Angola Joint Commission, which in April 2023 identified priority areas such as renewable electrification, biofuels, and mineral resource management.
Further strengthening ties, a separate memorandum signed in May 2025 between Sonangol and Petrobras enhanced collaboration in research, development, and training in oil and gas. This was followed by additional technical discussions in July 2025 covering energy planning, regulatory frameworks, auction design, grid modernisation, and expanding access to electricity. Both countries reaffirmed their commitment to leveraging their long-standing relationship to enhance energy security and support a more inclusive and sustainable energy transition tailored to their respective national contexts.
